New York’s public health system has two layers, and both hire MPH graduates. The New York State Department of Health (NYSDOH) is the state agency. Local delivery sits with 57 local health departments plus the New York City Department of Health and Mental Hygiene, which together carry the core services: communicable disease control, chronic disease prevention, community health assessment, environmental health, and emergency preparedness and response.

That split shapes your job search. In the five boroughs, one city agency is the dominant public health employer. Upstate and on Long Island, you’d be applying to county health departments one at a time, such as the Westchester County Department of Health, whose lead poisoning prevention team combines public health nurses, sanitarians and a community health worker.

The state agency also shapes one MPH program directly. The University at Albany calls its program the only one in the country founded as a partnership between a state health department and a university, and that NYSDOH partnership is about 40 years old. Albany MPH students complete 720 internship hours, up to 480 of which can be waived with prior public health experience.

Choosing Among New York’s MPH Programs

With 56 MPH programs and 41 related master’s degrees, you need a way to narrow the list. Three questions do it fast.

Do you want a large school of public health? Columbia’s Mailman School and the CUNY Graduate School of Public Health dominate by size. Columbia runs a two-year MPH with six concentrations and 25 certificate options, plus a one-year accelerated MPH. CUNY offers seven MPH programs, several in both hybrid and online formats, including a one-year accelerated online MPH that starts only in summer.

Do you already work in public health? Albany’s online MPH in Public Health Practice is asynchronous, runs part or full time, and requires internships in two different settings, such as a county health department and a hospital. Full-time salaried employees of a New York county health department or NYSDOH may qualify for its PHLOT and PHIT tuition scholarships.

Do you want a SUNY campus outside the city? The University at Buffalo offers nine MPH programs, including an MPH in Addictions that runs online, on campus or hybrid. Stony Brook, Binghamton, Upstate Medical in Syracuse and SUNY Brockport each offer one. Albany’s MPH programs run 51 credits, more than most, and none require the GRE.

How Much New York Residency Saves

Residency matters a lot at New York’s public schools and not at all at the private ones.

At CUNY’s School of Public Health, 2026-27 MPH tuition for part-time and online study is $620 per credit for NYS residents. Non-residents pay $745 per credit in the online degree program and $1,005 in hybrid. SUNY Downstate charges residents $471 per credit part time, against $1,052 for non-residents.

Full-time SUNY students pay by the semester. For fall 2026, Albany charges NYS residents $5,655 in tuition against $13,245 for out-of-state students, and Buffalo charges $5,655 against $13,255. Albany’s exclusively online programs are the exception: one rate of $6,785 per semester full time, whatever your state.
